Rezoning for duplexes approved

Farmville Planning Commission members recommended that the Farmville Town Council approve two business-to-residential rezoning requests following public hearings at the commission’s meeting Jan. 23.
The Farmville Town Council is set to hold public hearings about the rezoning requests at a later meeting. Assistant Town Manager C. Scott Davis confirmed the vote, saying that the applicants would potentially look into building duplexes at their respective sites.
The first applicant, Mike Papandrea, requested to rezone property located at 1017 N. Main St. from Business District 3, (B-3) to Residential District 2 (R-2).
Davis said the applicant thought the vacant lot would not be good for business zoning, particularly as the property is surrounded by properties zoned R-2.
Davis said Papandrea is interested in building a duplex at that site.
The second applicant, Locket Creek Real Estate Group, LLC, requested to rezone four properties located at 1306 Longwood Ave., an undeveloped parcel that’s proposed to be 1308 Longwood Ave., 1310 Longwood Ave. and 1312 Longwood Ave. from B-3 to R-2. David Furlong is cited in the Farmville Planning Commission board packet as the owner and representative of Locket Creek Real Estate Group, LLC.
Davis said three of the lots already contain duplexes. He said the duplexes were not correctly zoned and that this request would place them in compliance.
Davis, in the meeting board packet, said he could not determine whether the properties were zoned correctly when developed, or whether the zoning map was never changed properly.
The undeveloped parcel would be rezoned to construct a new duplex, Davis said, which would be located in between two existing duplexes.
