Venue permit to be determined

An events venue will be the subject of a public hearing held Tuesday by the Cumberland County Board of Supervisors.
Recommendation for the conditional use permit for the facility, “The Venue at Orchard View Farm,” was approved by members of the Cumberland County Planning Commission during the commission’s Jan. 8 meeting.
The venue would be located on property at 136 Baber Road, located in the county’s Election District 2 off of Route 45.
The total parcel size, according to a public notice published prior to the January Planning Commission meeting, is approximately 102 acres, but the permit would require 3.834 acres of that parcel.
The applicant, Kevin Frazier, seeks to operate an indoor and outdoor event facility, Former Cumberland County Planning and Zoning Director Sara Carter said during the January planning commission meeting and public hearing. Andy and Kay Baber own the property, Carter said.
Frazier was present at the Jan. 8 meeting. No one from the public spoke during the public hearing.
“Kevin Frazier and his wife have been working on developing an orchard on this property,” Carter said. “Part of what they have been doing in terms of developing the farm property is they’ve got an outdoor kitchen, they’ve got a pavilion, they have really kind of developed it for all kinds of things.”
The parcel of land is zoned Agricultural-2, which Carter said allows events to be held at the property related to the farm, but said there is currently a zoning limit that would potentially affect certain events, such as weddings or family reunions. The permit could potentially help reduce clients from being turned away for events.
Carter said at the time of the January meeting, the Virginia Department of Transportation (VDOT) had evaluated the property and granted the property a permit. Frazier has also received a health department permit for the property.
“Mr. Frazier has really been able to pull everything together,” Carter said regarding the permits from state organizations.
Carter said one resident close to the site called to express support of the venue.
The parcel is zoned as Agricultural-2 and is not located in a designated growth area in the county, according to the notice and the county’s Comprehensive Growth Plan.
The Tuesday board of supervisors meeting will be held at 7 p.m. at the Cumberland County Courthouse.
