PRINCE EDWARD — On a unanimous vote, the Prince Edward Board of Supervisors agreed to issue a special use permit to Chapman Hood Frazier to operate a family day home providing care for up to 12 children.

The facility, which will be licensed and inspected by the Virginia Department of Social Services, will be located at 71 Sunrise Lane off of Gully Tavern Road in Rice.

More than 12 people spoke during the public hearing for the permit — many of which cited safety and transportation issues with the use of Sunrise Lane, which residents described as narrow. Residents of the road also cited deed and covenant restrictions on the properties in the neighborhood.

Supporters of the permit cited the great need for daycare and early learning in the Farmville area.

Programing would include education for children with special needs, according to a county document.

The action taken Tuesday night stipulated that the hours of operation be limited to 8 a.m.-3:45 p.m. Monday-Thursday. The operation would be limited to nine months out of the year, September-May.

The permit was approved for a period of three years or until the state licensing period expires, whichever is first.
