PURPOSE OF NOTICE: To seek public comment on a draft permit from the Department of Environmental Quality that will allow the release of treated wastewater into a water body in Buckingham County, Virginia.

PUBLIC COMMENT PERIOD: September 28 – October 29, 2012
PERMIT NAME: Virginia Pollutant Discharge Elimination System Permit – Wastewater, issued by DEQ, under the authority of the State Water Control Board
APPLICANT NAME, ADDRESS AND PERMIT NUMBER: Rebecca S. Carter – County Administrator, Buckingham County, P.O. Box 252, Buckingham, VA 23921, VA0092690.
FACILITY NAME AND LOCATION: Buckingham County Water System Potable Water Treatment Plant; 2025 Troublesome Creek Road, Buckingham, VA 23921, Buckingham County
PROJECT DESCRIPTION: Buckingham County Water System has applied for issuance of a permit for the new Buckingham County Water System Potable Water Treatment Plant (WTP). The applicant proposes to release treated wastewater at a rate of 0.038 Million Gallons per Day into a water body. The facility proposes to release the treated wastewater into Troublesome Creek, in Buckingham County in the James River watershed. A watershed is the land area drained by a river and its incoming streams. The permit will limit the following pollutants to amounts that protect water quality: pH, Solids, and chlorine.
HOW TO COMMENT: DEQ accepts comments by e-mail, fax or postal mail. All comments must be in writing and be received by DEQ during the comment period. Written comments must include: 1) The names, mailing addresses and telephone numbers of the person commenting and of all people represented by the citizen. 2) If a public hearing is requested, the reason for holding a hearing, including associated concerns. 3) A brief, informal statement regarding the extent of the interest of the person commenting, including how the operation of the facility or activity affects the citizen. DEQ may hold a public hearing, including another comment period, if public response is significant and there are substantial, disputed issues relevant to the proposed permit. The public may review the draft permit and application at the DEQ office named below.
