Council denies Martin project

Members of the Farmville Town Council voted unanimously to deny a conditional use permit for a 10-unit dwelling at the intersections of High, Appomattox and Oak streets during their meeting Wednesday.
The council “accepted the recommendation of the Farmville Planning Commission and denied the Martin’s request for a conditional use permit,” town clerk Lisa Hricko confirmed.
The unanimous vote was motioned by Ward A council member Greg Cole and seconded by Ward D council member Donald Hunter.
The town council’s decision comes after a public hearing June 13 that saw 21 total speakers, 17 in opposition to the project, one who was neutral and three who spoke in support, including applicant Robert “Bobby” Martin.
The proposed project would house approximately 30 students.
Members of the board took action during the July meeting, when Ward A representative Greg Cole and Ward E representative J.J. “Jamie” Davis, who were absent during the June meeting, returned and recently-elected Ward B representative Brian Vincent assumed his seat.
Martin, describing the project to the town council June 13, said the proposed project would offer a secure living location for students.
“We have worked very hard to conform to all the town council has asked,” Martin said. “We’re not asking for any variances. Farmville code requires exactly what we’re presenting. We’re happy with the extra security and protection this building will afford students.”
The Farmville Planning Commission, after a public hearing April 25, voted to deny the conditional use permit. The vote came 5 to 2, with Ward C Representative Cameron Patterson, At-large Representative Chuck Ross, At-large Representative Abigail O’Conner, Ward A Representative L.D. Phaup and Ward E Representative Davenport voting in favor of denying recommendation and Ward D Representative Patrick Crute and Chairperson Sherry Honeycutt voting in opposition.
