Hogan named department captain

Veteran law enforcement officer William H. “Bill” Hogan has been named captain and deputy chief of the Farmville Police Department.
Hogan steps into the position long held by A.Q. “Andy” Ellington, who was named chief of police last week by Farmville Town Council.
According to a police department press release, “The appointment is a continuation of Hogan’s highly successful tenure with the Farmville Police Department.”
Hogan, who joined the department in fall of 1998, has served as patrolman, sergeant and special operations lieutenant. Following the appointment in July of Ellington as acting chief of police, Hogan has served as acting deputy chief.
Ellington said Hogan’s appointment was “the natural choice.”
“I have worked with Bill ever since he came in as a patrolman. I’ve watched him grow over the years and develop into the leader that he now is,” Ellington said. “He has excelled at each position he’s held, and I have no doubt that he will excel in this new role as well.”
According to the release, Hogan is a 1992 graduate of Virginia Tech and the Virginia Police Chief’s Foundation’s Professional Executive Leadership School at the University of Richmond.
Beginning his law enforcement career at the Lynchburg Police Department, “he has distinguished himself as an excellent detective in difficult investigations,” officials said in the release.
Hogan helped establish the TRIAD program locally, a law enforcement-led initiative to help older adults feel safer in their communities.
“Bill is not only very analytical and thoughtful, but he’s also able to make quick decisions when time is of the essence, which is critical,” Ellington said.
As captain, Hogan will be responsible for handling all citizen and internal concerns and complaints, as well as monitoring the overall daily operations of the department, according to the release.
“Having worked basically in every position in the department … I know what each of those individuals are going though,” Hogan said of his experience, calling the new position “very humbling.”
“I appreciate the confidence in me that Chief Ellington and the town administration has shown by this appointment,” Hogan said. “I am truly blessed to work at place with so many great coworkers and I have been helped by so many people at each step during my career progression.”
