No tax, fee increases in budget

Business owners and residents of the town of Dillwyn will see no tax or fee increases during the next fiscal year, which begins Sept. 1.
During Dillwyn Town Council’s Aug. 9 meeting, council members unanimously adopted the town’s fiscal year 2016-17 $1.91 million budget.
The budget keeps the real estate tax at .0465 cents, both the personal property and machinery and tools taxes at .28 cents, and the public service corporation tax at .0465 cents, according to Town Clerk and Treasurer Peggy N. Johnson. The tax rates are levied per $100 of assessed value.
Public hearings were held Aug. 9 and July 12 on the budget and tax rates. No one spoke during either hearing.
“We were very fortunate to keep the budget as it was last year with no tax increases,” Dillwyn Mayor Linda Venable Paige said.
The budget, which includes the ongoing Virginia Department of Transportation Enhancement Project, totals $1.91 million — the same as the current fiscal year’s budget, which ends Aug. 31. The adopted budget, excluding the project, totals $124,057.
Changes include $3,000 less revenue from business license fees. The budget anticipates $22,000 in revenue from businesses licenses compared to the current fiscal year’s $25,000. Another change in the budget’s revenue includes a loss of $2,900 in bank franchise fees, budgeting $9,100 compared to this year’s $12,000.
The new budget also includes withdrawing $23,900 from the town’s certificates of deposits. The current year’s budget withdrew only $18,000.
In the upcoming fiscal year’s budget, $11,756 is planned in revenue from real estate taxes.
