One Detainee Apprehended

FARMVILLE – One of the two Monday escapees from the Immigration Centers of America-Farmville detention facility was “rearrested” Tuesday, according to Brandon A. Montgomery, public affairs officer for Immigration and Customs Enforcement (ICE).
The remaining detainee still at large has been identified by ICE as Joel Fuentes, of Belize, who is described as 36 years old, six-feet two inches, and weighing 150 pounds.
“ICE officials are asking for the public's help in identifying the whereabouts of Joel Fuentes, of Belize,” Montgomery stated in a Tuesday afternoon email.
“Fuentes has a previous criminal conviction for a non-violent offense,” Montgomery stated.
But Montgomery stressed, “The public is reminded that no one should attempt to apprehend Fuentes but should instead call (the) local ICE office at 202-345-5635 or the national tip line by dialing 1-866-DHS-2ICE.”
Tuesday's apprehension of one of the escaped detainees, identified by ICE as being from Mexico, was aided by a tip from former Prince Edward County Sheriff, and current Board of Supervisors member, Howard P. Simpson
Simpson told The Herald that on Tuesday he heard someone in Farmville, who was unaware of the escape, describing an individual-described, according to Simpson, as dressed but wearing no shoes, just white socks on his feet, who wanted to borrow the use of a cell phone because, he claimed, his car had broken down and he needed to call someone from the Tidewater area to come pick him up. Simpson believed the man being described could be one of the escaped detainees.
Simpson said he took the information, including the location where the man was last seen less than one mile from the Town of Farmville's corporate limits, to Prince Edward County Sheriff Wesley Reed, who in turn informed the superintendent at the ICA-Farmville immigration detention facility.
That detainee was apprehended thereafter, Simpson said.
“I was in police work here for 17, 18 years,” Simpson said, “and it's still in me. We got one of them, anyway. I would say the other one was still around somewhere here.”
Sheriff Reed confirmed that Simpson did bring him information that led to the apprehension of the detainee. “(Simpson) came to me…I took the information and went out and talked to ICE, the authorities at ICE, and showed them the location where he (one of the escaped detainees) was supposedly last seen. And of course they went back with the marshals, did a search and that's where they located that one individual,” the sheriff said.
As for the second detainee still at large, the sheriff said, “the marshals are following up on some leads on it.”
The two men had escaped Monday, wearing navy blue jumpers, by “climbing over the fence surrounding the recreation yard and then under the gate on the west side of the facility during an outdoor recreation period,” Montgomery explained.
ICE Fugitive Teams are searching for the remaining detainee and following leads, according to Montgomery.
Local and state law enforcement officials, by law, must leave the apprehension up to ICE, unless a subsequent crime is committed.
“Local or State Police are forbidden from enforcing federal immigration law,” Farmville Police Chief Doug Mooney explained on Tuesday.
